Waymo is slowly adding freeway routes back to its service area more than two months after the company stopped driving these high-speed roads due to how its robotaxis behaved near construction zones. The restart, announced Wednesday, begins in Phoenix and will expand to Los Angeles and the San Francisco Bay Area in the coming days.
For founders and operators building autonomous vehicle (AV) systems, this is not a simple 'all clear' signal. It is a case study in how quickly a core feature can become a liability, and how long it takes to recover trust—both from regulators and riders.
The freeway pause—and its restart—comes amid increased scrutiny into Waymo and other robotaxi operators, particularly over how these self-driving vehicles behave in certain high-traffic situations and around emergency responders. Earlier this week, Rep. Kevin Mullin (D-Calif.) proposed a bill that would direct federal regulators to establish minimum national safety standards for autonomous vehicle operators, following a number of incidents in which autonomous vehicles blocked ambulances and fire trucks, drove into active crime scenes, and failed to recognize safety signals such as traffic cones and flares.
Waymo's freeway expansion in November 2025 was a critical milestone: it allowed shorter commute times and faster airport access in San Francisco, Phoenix, Los Angeles, and later Miami. Riders loved it. When the service suddenly disappeared in May, social media lit up with complaints. Waymo told TechCrunch it wanted to improve performance in construction zones, and weeks later, it voluntarily recalled its fleet of nearly 4,000 robotaxis after identifying at least 13 instances of its robotaxis driving into highway sections that were closed for construction, according to a filing with the National Highway Traffic Safety Administration. No injuries or collisions were reported, but the recall was Waymo's sixth.
The technical fix—enhanced scene recognition and routing—sounds straightforward, but the timeline reveals the difficulty. Two months to identify, patch, and validate a fix for a relatively narrow edge case (construction zones) is fast by automotive standards, but slow for a consumer-facing service that had already proven demand.
What does this mean for startups? First, edge cases are not optional. Construction zones, emergency vehicles, and temporary traffic control are not rare events in real-world operations. They are daily realities. Second, regulatory risk is real and accelerating. The proposed federal safety standards bill is a direct response to AV incidents, and it will likely impose compliance costs that favor larger players—unless startups proactively build safety cases that exceed minimum requirements.
Third, the recall process itself is a hidden operational burden. Six recalls for Waymo, each requiring software updates and NHTSA filings, means engineering cycles are diverted from feature development to compliance. Startups should budget for this from day one.
Finally, rider trust is fragile. Waymo's freeway service was popular, but the sudden removal and slow restoration created a perception of unreliability. For startups, over-promising on capability—especially high-speed autonomy—can backfire when edge cases force service reductions.
